Cadillac CTS brake job quote… is this normal for Dubai?


So I took my 2017 CTS into a shop in Al Quoz yesterday just to have them listen to this faint squeal I've been hearing on the way to JLT in the mornings, and they came back with a quote that honestly made my eyes water a bit, they're saying the rear pads are basically metal on metal and the rotors have a pretty deep lip so the whole assembly needs doing but the number they gave me felt like I was paying for the ceramic coating on a spaceship not just something to stop the car, and I know parts for these aren't exactly Corolla cheap but jeez, I started poking around online last night to see if I was just totally out of touch with what this stuff runs here now and I ended up on that page about brakepadreplacementdubai.ae/brands/cadillac-brake-pad-replacement just to get a sense of what a specialized service actually lists because the dealer was even worse, now I'm sitting here wondering if I should just order a set of Akebonos myself and find a garage that'll just charge me for the labor or if that's a fast track to having some guy with an impact wrench mess up the caliper pins, anyone else with a Cadillac find a reasonable spot lately or is this just the Dubai tax we all have to live with?
